I am not sure what kind of lay chaplain you have in mind to be, what type of service you are interested in, nor do I know what concrete opportunities there are in your neck of the woods. So I think the best person to approach is someone who works in the bishop's office, preferably in the area that interests you (university students, the sick, prisons..., for example). The training would most probably involve study in theology, and some counseling specializing in your area of primary interest, I am guessing. And I must admit I have no idea what salary would be offered for such a post, if there are such posts in your diocese.
